Introduction
“Training of Local Authorities Experts on the Identification, Development and Implementation of Energy Efficiency Projects in Municipalities – ENEFMUN” - SAVE Project 4.1031/Z/02-095
The ultimate goal of the project is to accelerate energy efficiency market formation activities for the implementation of Rational Use of Energy (RUE) and Energy Efficiency measures in as many as possible municipalities of the countries involved (mainly NAS, but also some regions of the participating EU Member States) through the appropriate training of municipal energy managers. The focus of the technical part of the training will be on the identification of energy efficiency possibilities in three key technological areas:
- municipal lighting,
- public buildings, and
- district energy (heating/cooling) systems.
Moreover, in the frame of a second training session, the trainees will be taught the principles of demand-side management (financial engineering) and least-cost planning (business planning), in order to obtain the prowess to develop business plans for bankable energy efficiency projects, covering both technical and financial issues.
Another goal of the proposed project is to establish a network of selected municipalities linked by advanced Internet communications with national and/or regional energy centers both domestic and international, as partners for value added information transfers on policy reforms, financing and energy management. Cooperation and networking of local authorities, non-governmental organizations (NGOs) and small & medium-size businesses will obviously provide significant support to the successful implementation of this project. Indirect beneficiaries of this project's results/products may also be public and private building managers, industry energy managers, regional and city administrators, investment project managers, national ministries and non-governmental organizations.
